Presently, NICD’s State Legislative Program has trained nearly 50 current or former legislators as Facilitators to lead Workshops and be civility ambassadors in their state. The program holds facilitator trainings in conjunction with Building Trust through Civil Discourse workshops. State Legislative Program Director

Thom Little

Thom Little serves as NICD's State Legislative Program Director. He also serves as the Director of Leadership Curriculum and Research at the State Legislative Leaders Foundation (SLLF).

Tom has been studying, working and teaching state legislative leaders for more than thirty years since he served as a 20 year old legislative intern in the 1985 North Carolina General Assembly. After earning his Ph.D. in Political Science with a focus on legislative politics from The Ohio State University, Tom taught for ten years at American University and the University of Texas at Arlington before starting to work with the State Legislative Leaders Foundation. For more than twenty years, Thom has served as SLLF’s Director of Curriculum Development and Research where he has coordinated programs on everything from biotechnology to crisis management. He has also written case studies on state legislative leadership in states from Alabama to Ohio.

Fred Strahorn

Fred Strahorn returned to the Ohio House in 2013 after serving as State Senator from 2009 to 2011 and Senior Political Advisor to the Ohio Democratic party from 2011 to 2013. Fred previously served citizens of the greater Dayton area as state representative from 2001 to 2008, including two years as House Minority Whip, before term limits prevented him from seeking reelection. Strahorn has also served as Vice President of Government Affairs for the Ohio United Way, in addition to managing residential properties and selling real estate. His civic experiences have included serving on boards at Wright State University, Wesley Community Center, Mary Scott Nursing Home, Childcare Works, Wegerzyn Gardens Foundation, and he is a former member of the Southwest Dayton Business Association and the Dayton Area Board of Realtors. Fred graduated from The Ohio State University with a B.A. degree in Aviation Management. He is a member of St. Margaret’s Episcopal Church and his greatest joy in life is his daughter, Morgan Allison Strahorn.

Fred has been a trained Facilitator since 2019.

Rosie Berger
Former Wyoming House Majority Leader

Rosie Berger

Rosie Berger has been a trained Facilitator since 2015. She has more than twenty years of experience in public service and government, serving in senior-level leadership positions in the Wyoming State Legislature, Council of State Governments, National Conference of State Legislatures, and the Congressional Conference on Civic Education. She served seven terms in the Wyoming House of Representatives as a member of the senior leadership team, serving as Majority Leader 2014-16. During her tenure in the Wyoming State Legislature, Berger championed economic development and education initiatives that benefitted Wyoming’s landowners, workers and families. Since leaving the legislature, Rosie has served on the Wyoming Judicial Nominating Commission, and the Economically Needed Diversity Options for Wyoming (ENDOW) initiative.
Berger served six years on the Wyoming Parks and Cultural Resources Commission as well as on numerous local civic boards, including the Sheridan Chamber of Commerce, Dog and Cat Shelter, Sheridan Arts Council and WYO Theater, and the Wyoming Film Division Task Force. She spent decades working as a travel consultant and travel business owner, along with various business management, film location and event coordination positions. Rosie spends time as a facilitator and trainer for NICD and Leadership Wyoming. She currently serves on the Brinton Museum National Advisory Council, Healthier Democracies Advisory Council and boards of Climb Wyoming, the Wyoming Women’s Foundation and the Wyoming Women’s Legislative Caucus – which she founded in 2008.
Former Ohio State Representative

Denise Driehaus

Denise Driehaus is a lifelong resident of Hamilton County and current resident of Fairview Heights. She is honored to serve her hometown as President of the Hamilton County Board of County Commissioners.

Prior to serving as County Commissioner, Denise served four terms in the Ohio Legislature as the Representative of the 31st Ohio House District. During her time in the legislature, Denise brought a collaborative and bipartisan approach to passing laws, focused especially on education, job creation, and the opioid crisis. As the first woman to serve as Ranking Member of the House Finance Committee, Denise collaborated with other representatives and community leaders to secure state funding for infrastructure and economic development projects throughout Hamilton County.

Excited to be the second woman ever elected to the Hamilton County Board of Commissioners, Denise has made women’s issues a priority and established the first-ever Commission on Women and Girls.

Before entering public service full-time, Denise owned and managed two small businesses. She has two wonderful kids, Sarah and Andrew.

Former North Dakota Speaker of the House, Past National Chairman for The Council of State Governments (CSG)

Kim Koppelman

Kim Koppelman has led a distinguished career in business and public service. He retired from the North Dakota Legislature as Speaker of the House in 2022 after serving for 28 years, many of them as Chairman of the Judiciary Committee. He previously also chaired the Constitutional Revision and Administrative Rules Committees.

During his years as a legislator, he sponsored landmark legislation and Constitutional amendments to preserve important Constitutional principles, protect individual rights, improve criminal justice and government efficiency and protect our freedoms.

Speaker Koppelman has served in leadership roles on the state and national level. He was elected National Chairman of the Council of State Governments—which consists of all three branches of government in all 50 states—and organized and hosted the First
National Interbranch Summit of the States, which included leaders from all three branches of government, nationwide.

As CSG Chairman, he also presided over its 75th Anniversary, organized and led the first national search in 19 years for a new Executive Director and, from a large pool of notable applicants, hired the current Executive Director who has now served for 15 years. He cofounded the national CSG Interbranch Working Group and has represented his state and nation before world leaders, from Ottawa to Berlin; from Taiwan to Prague, where he led a delegation to confer on governing principles with Czech President Vaclav (pron. “Vass-lav”) Klaus. He also led a delegation of American dignitaries and state officials to Iceland.

He is a graduate of the Bowhay (pron. “Bowwee”) Institute for Legislative Leadership Development (BILLD) and the Toll Fellowship leadership programs and participated in the Rising (American) State Leaders Program of the Canadian national government. He has led delegations of American state leaders to international exchanges and had helped facilitate civility training workshops for legislatures of other states.

He served on the Executive Committees of the National Conference of State Legislatures, the Midwest Legislative Conference and the Council of State Governments and also on the CSG Governing Board and the Twenty-First Century Foundation Board, as well as in many other leadership roles. He has helped author model legislation on regulatory reform.

Speaker Koppelman is the recipient of several awards for his legislative service and business achievements. He is the founder and President of Koppelman & Associates, LLC, an award-winning, full-service communications, public relations, marketing and advertising firm serving clients in a variety of fields on a local, regional, national and (on occasion) international scale, which now also offers government relations consulting. He has been active in his local community and church as has served on numerous boards. He has been a guest lecturer in colleges and universities and has spoken before government, business, and general audiences throughout the nation.

He and his wife, Torey, reside in West Fargo, North Dakota.

Kelley Packer
Former Idaho State Representative

Kelley Packer

Kelley Packer has over a decade of experience as an elected and appointed official. She served in the Idaho House of Representatives from 2013-2018 and on the McCammon City Council from 2008-2012. During that time, she served on multiple committees including serving as Vice Chairman of the Health & Welfare Committee for four years. Recognized as a leader amongst her peers, she was selected by the Speaker of the House and appointed by the Governor to serve on the Idaho State Health Insurance Exchange from 2014-2018. She attended the Council of State Government’s Western (CSG West) Legislative Academy in 2014 and was elected class president. Additionally, she is a trained facilitator for Next Generation, a program of the National Institute for Civil Discourse (NICD), since 2016. In this capacity, Kelley has facilitated civil discourse discussions for state legislatures throughout the country. Beyond serving in an official capacity, Kelley has taken her responsibility as a citizen of her communities seriously, as she co-founded the Marsh Valley Education Foundation and served as its president from 2011-2013 and formed a beautification committee for her hometown in 2010.

Kelley led the Idaho Division of Occupational and Professional Licenses under Governor Brad Little, an agency which serves more than 73,000 licensees and registrants and 28 Boards and one Commission and played a key role in the Governor’s initiative to reduce barriers for people who want to work in Idaho while ensuring public protection. Currently, Kelley serves as the Executive Director for the Idaho Association of Cities which provides advocacy, training, and research on behalf of Idaho’s 199 cities.

Kelley is also a small business owner and she holds a degree in Business Administration.

Kelley has been a trained Next Generation Facilitator since 2015. She has many ideas to expand the delivery of civil discourse training to local government elected officials.

John Unger
Former West Virginia Senate Majority Leader, Current Magistrate Judge

John Unger

Senator John Unger has committed his life to being a public servant-leader and bringing together his many experiences in theology and public life. John was first elected to the West Virginia Senate in 1998 at the age of 28 – making him one of the youngest elected state senators in West Virginia history.

He is currently the pastor at three historic Harpers Ferry Civil War churches: St. John Lutheran Church, Camp Hill - Wesley United Methodist Church, and the priest of St. John’s Episcopal Church.

During his Senate tenure, Senator Unger expanded the Senate Committee on Transportation and Infrastructure. While Chairman of the Committee on Transportation and Infrastructure, he sponsored groundbreaking legislation including the Community Empowerment Transportation Act (CETA) enabling local communities to address transportation needs, the Electronic Telecommunication Open Infrastructure Act (ETOPIA) supporting the deployment of broadband, water protection legislation, and transportation legislation and funding for the completion of Route 9 (VA/WV Line to Martinsburg) and Raleigh Street Extension (Martinsburg). Senator Unger sponsored the creation of the State Division of Energy, Farmland Protection Act, Water Resource Protection Act, West Virginia Early Child Education Act, anti-animal cruelty legislation, anti-litter legislation and numerous education bills.

Unger is a Rhodes Scholar who graduated from WVU with a BA in Liberal Arts / Biology, Oxford University with a BA/MA (Oxon) in Philosophy, Politics and of Economics, and Wesley Theological Seminary with the M.Div (Honors). He resides in Martinsburg with his wife Cara.

John has been a trained Next Generation Facilitator since 2015. He has innovative ideas on how the program can foster stronger legislative relationships and mentoring, improve its curriculum, and adapt it to a virtual format.

Melissa Wintrow
Idaho State Senator

Melissa Wintrow

Senator Melissa Wintrow is the Senate Democratic Leader in the Idaho Legislature, completing her 5th term representing Boise's District 19. Her legislation has focused on the criminal legal system and she has successfully passed legislation to transform how sexual assault evidence is processed, preserved and tracked, addressing the backlog of rape kits on law enforcement shelves.

Senator Wintrow worked in higher education for more than thirty years at six different universities in positions of leadership including Boise State's first full time Women’s Center Director, where she provided direct advocacy for survivors of sexual assault and domestic violence. She owns a consulting firm, SAGA Strategic Consulting, specializing in project management, team facilitation, and leadership development. Her decision to run for office was influenced by her leadership as a Program Manager for N.E.W. Leadership (National Education for Women), a program founded by Rutgers University to introduce women to politics and public policy to inspire them to run for office. To quote Teddy Roosevelt, after mentoring numerous students, especially women, it was time for her to "enter the arena."

Tonya Anderson

Tonya Anderson was first elected to the Georgia State Senate to represent Georgia’s 43rd Senate District in 2016. Her district includes parts of DeKalb, Rockdale, and Newton counties. Sen. Anderson currently serves as the Chair of the Georgia Legislative Black Caucus (GLBC) and as Secretary of the Senate Special Judiciary Committee. She is also a member of the Senate Economic Development and Tourism, Regulated Industries and Utilities, Reapportionment and Redistricting, MARTOC, and Veterans, Military, and Homeland Security Committees. Sen. Anderson retired in 2012 from the United States Air Force Reserve after more than 21 honorable years of service and continues to volunteer and advocate for veterans’ services. Sen. Anderson is an ordained minister and is very active in her church. She holds a degree in Business Administration with an emphasis in Management from Alabama State University as well as a Masters of Divinity from Luther Rice University. Currently, she is pursuing another business degree.

Angela Angel was a member of Maryland House of Delegates, January 14, 2015 to January 9, 2019 and a candidate for the United States House of Representatives in 2022. While a member, she served on Health and Government Operations Committee, Task Force on Family Caregiving and Long-Term Supports and the Children's Environmental Health and Protection Advisory Council, She was also a member of the Bi-County Committee, Prince George's County Delegation, the Legislative Black Caucus of Maryland and a member of the Women Legislators of Maryland. She earned a BA in Political Science from Hampton University (2001) and her J.D. from Benjamin N. Cardozo School of Law, Yeshiva University (2004). She resides in the city of District Heights, Maryland with her children and their cat, Salem.

Jamie Zahlaway Belsito is a former State Representative for the Commonwealth of Massachusetts, where she focused on community resiliency; environmental viability and longevity; maternal health and wellness; mental health; veterans services; food insecurity; parks and recreation and senior care.. She was appointed a Commissioner on the (MA) Ellen Story Special Commission on Postpartum Depression from 2016-2020. Jamie was a trustee at her alma mater, Salem State University from 2018 to 2021; and a former Board member of the Massachusetts March of Dimes She is the recipient of the 2022 Mental Health America Legislative Champion Award and a 2022 Elected Woman of Excellence by the National Foundation of Women Legislators.

Anitere Flores was termed out of the Florida Senate in 2019. During her sixteen years in the Legislature, Flores represented portions of Miami-Dade and the Florida Keys in the Florida House and Senate and served as Senate President Pro-Tempore from 2016-2018 and Deputy Majority Leader, Chair of the PreK-12 Appropriations Committee, and Chair of the PreK-12 Policy Committee in the House. Flores is the Director of Development for the ACE Foundation, an organization dedicated to raising funds for students and schools in need. Senator Flores is married to Dustin Anderson of Sarasota, Florida. Together they have two sons, Máximo Monte and Lucas Ignacio Anderson.

Roger Katz

Roger Katz finished serving his final term in the Maine State Senate in December of 2018. Prior to his legislative service, Senator Katz was Mayor of Augusta for two terms. Senator Katz has long been active in his community, serving as Chair of United Way and Co-Chair of Team Cony, which helped raise $1.5 million for Augusta’s new high school. He has also served as President of the Kennebec Valley YMCA, Chair of the Augusta Charter Commission, Co-Chair of the Augusta Bicentennial Celebration, Chair of the Augusta Development Corporation, and Vice President of the Maine State Music Theatre.

For his dedication to the community, Katz has been honored by both Le Club Calumet and the Kennebec Valley Chamber of Commerce. An accomplished attorney, Senator Katz is a former President of the Maine Trial Lawyers Association and has been named as one of the “Outstanding Lawyers in America.” He also co-hosts a statewide television program with former Speaker of the House, Hannah Pingree, “Pingree & Katz: The Maine Event.”

Roger Katz resides in Augusta with his wife Ericka. He is the proud father of two adult children, Shari and Jonathan.

Kim Koppelman recently retired from the North Dakota House of Representatives where he represented the people of House District 13 since 1994. H finished his legislative career as the chamber’s Speaker of the House. He founded and is president/CEO of a marketing firm and consulting business. In 2008, Koppelman served as the chair of the Council of State Governments, a national organization made up of all three branches of government in all 50 states. He is a longtime West Fargo resident, who remains in the city with his wife, Torey. His son, Ben Koppelman, has served as a District 16 Representative since 2012.

Abby Lee

Abby Lee is a former Republican member of the Idaho Senate, representing District 9 from 2014 to 2024. During her tenure, she served as Assistant Majority Leader and was on several key committees, including Finance, Health and Welfare, State Affairs, and Judiciary and Rules. Lee was known for her dedication to improving education, supporting local businesses, and advocating for agriculture and natural resources. She co-chaired the Foster Care Study Legislative Interim Committee and the Child Protection Oversight Committee. She was also a member of the Western States Legislative Forestry Task Force and the Governor’s Task Force on Higher Education. Lee's contributions to her community earned her recognition as the 2018 Idaho Mother of Achievement and multiple Food Producer Ag All-Star awards.

Lee earned PhD in public policy and administration from Boise State University. Her professional background includes working as Vice President of College and Public Relations at Treasure Valley Community College. After leaving the Idaho Senate, Lee became the Executive Director of the Oregon Community College Association in July 2024.

Former Delaware Speaker of the House

Valerie Longhurst

Valerie Longhurst was first elected to the Delaware House of Representatives in November 2004 to represent the 15th District. In 2008, she was elected as the House Majority Whip and served for four years. After the 2012 election, her caucus elected her House Majority Leader. In 2023, her caucus elected her Speaker of the House. She is the first woman to serve as Speaker in Delaware history. She is the former chair of the House Administration, Ethics, House Rules, Legislative Council and Manufactured Housing Committees.

Throughout her legislative career, Rep. Longhurst has been an advocate for better access to high-quality mental and behavioral health services in Delaware. Rep. Longhurst has advocated for a variety of common-sense gun safety measures in Delaware. First by sponsoring legislation adding Delaware to the National Instant Background Check System, then by fighting to expand background check requirements for gun purchases to include straw purchases and gun shows, by closing the “Charleston Loophole”, and finally by supporting protections for victims of domestic and intimate partner violence.

Rep. Longhurst has been a dedicated champion of women’s equality in the workplace, justice system and healthcare system.

Corey Mock is an open-minded, forward-thinking optimist with an aversion to the word “no.” Fascinated by innovation and problem solving, Corey is driven to help others identify and achieve their goals while promoting their unique strengths. Corey served 16 years in the North Dakota House of Representatives and worked as Minority Leader, Ranking Member of Appropriations, and Parliamentarian. Corey has served as the Chief Information Officer for the State of North Dakota since December 2024.

Corey lives near downtown Grand Forks with his children, Grayson, Camdon, and Josephene. They “rent” their home from their Golden Retrievers, Macie & TJ.

Sandra Scott

Sandra Scott ran for State Representative of House District 76 in 2010, where she still serves. She represents North Henry precincts, which includes Ellenwood, Lighthouse, Shakerag, and Swan Lake, and in Clayton, she represents Conley, Rex, Ellenwood, Morrow and Lake City. Rep. Scott joined the U.S. Army in 1984 and served in Seoul, Korea; Ft. Hood, Texas; and Nuernberg, Germany. She married Master Sergeant Edward Scott and had one son, Dexter. She now has a grandson, Lucas. She received her teacher certification from Armstrong State University in Savannah, Georgia. She has taught school for more than 20 years.
